Marshall E. Crawford, Jr., MPA
President and CEO
An experienced nonprofit executive, Marshall Crawford shares The Housing Fund’s commitment to helping individuals and communities create and maintain affordable, healthy places in which to live and work. As President and CEO, his responsibilities include organizational leadership, strategic planning, resource development, and the management of loan portfolios, lending operations, and community/external relations.

Finance
David Parrish
Executive Vice President & Chief Financial Officer
David is responsible for strategic leadership and accounting operations. He provides leadership for the organization, along with standard and custom financial reports to the CEO and Board of Directors, to assess THF’s overall financial status.
Joseph Lackey
Senior Vice President & Controller
Joseph works closely alongside THF’s CFO to plan and organize financial and accounting activities, prepare financial statements and records, and advance client-service software and systems.
Hannah Hadley
Senior Accountant
Hannah works in the Finance Department with a focus on cash, accounts receivable, accounts payable, and special projects as assigned.
John Hawk
Staff Accountant
John manages The Housing Fund’s diverse loan portfolio, contributes to building borrower relationships, and has the lead responsibility for the processes and databases that THF uses to analyze, service and report on its loan portfolio.

Angela Belcher
Executive Vice President, Chief Operating Officer
Angela provides leadership and strategic vision to the organization. She enhances all operational, managerial and administrative procedures, reporting structures and operation controls for The Housing Fund.
Rasheedah Pardue
Compliance Manager
Rasheedah oversees compliance efforts to ensure The Housing Fund operates in alignment with all regulatory, funding, and governance requirements. She works closely with staff to manage risk, uphold accountability, and protect the organization’s mission and resources.
Emma Gottlieb
Communications Coordinator
Emma oversees both internal and external communications for The Housing Fund. She collaborates with various programs and initiatives to enhance community outreach, crafting and executing communication strategies that advance the organization’s goals and objectives.

Herman Hicks
Executive Vice President, Chief Strategy Officer
Herman leads The Housing Fund’s strategic planning and long-term vision, guiding initiatives that expand impact and strengthen financial sustainability. He works across teams and partners to turn strategy into action and advance equitable housing solutions across our communities.
Rachel Kelley
Vice President & Director of Community Impact
Rachel manages the community Land Trust, which serves middle-TN to ensure long-term housing affordability. Also, she is responsible for the oversight of all community grants and related activities for community impact.
Jo Foust, MBA
Vice President & Director of Consumer Lending
Jo serves as Director of Consumer Lending, overseeing programs that support sustainable homeownership, including Down Payment Assistance, Shared Equity, USDA, and Home Improvement loans. She leads underwriting, compliance, and program performance while helping develop new initiatives that strengthen housing stability and opportunity across the community.

Senior Mortgage Advisor
Candice leads client interactions and processes for our Shared Equity and Home Improvement loans. She also conducts outreach and works closely with THF’s lending partners.
Freda Harris
Senior Mortgage Advisor
Freda provides guidance and counseling to consumers interested in homeownership opportunities. She also leads our homebuyer education and money management activities.
Lou Evans
Business Development Manager
Lou is a Business Development Manager that works across all lending programs and initiatives, providing community outreach efforts, and developing opportunities that advance The Housing Fund’s organizational goals and objectives, in West Tennessee.

The Housing Fund provides three consumer-lending products to facilitate homeownership for low-to-moderate income buyers: Down Payment Assistance, Shared Equity homeownership, and a Community Land Trust for Davidson County.
